國(guó)家食品安全風(fēng)險(xiǎn)評(píng)估中心起草并牽頭發(fā)布《中國(guó)-東盟國(guó)家食品安全標(biāo)準(zhǔn)合作倡議書》
2025年9月17日,在中國(guó)-東盟衛(wèi)生合作論壇期間,由國(guó)家食品安全風(fēng)險(xiǎn)評(píng)估中心參與組織的食品安全與營(yíng)養(yǎng)健康合作分論壇在廣西壯族自治區(qū)防城港市成功舉辦。會(huì)議期間, 中心起草并牽頭發(fā)布了《中國(guó)-東盟國(guó)家食品安全標(biāo)準(zhǔn)合作倡議書》,中國(guó)、柬埔寨、東帝汶、老撾、馬來西亞、泰國(guó)的代表共同參與發(fā)布。該倡議書的發(fā)布,標(biāo)志著中國(guó)與東盟國(guó)家食品安全標(biāo)準(zhǔn)合作進(jìn)入了新階段。
倡議書提出,中國(guó)與東盟國(guó)家將在食品安全標(biāo)準(zhǔn)文本共享與互認(rèn)、建立固定的年度標(biāo)準(zhǔn)對(duì)話機(jī)制、加強(qiáng)能力建設(shè)與技術(shù)合作、推動(dòng)合作成果應(yīng)用轉(zhuǎn)化等方面加強(qiáng)務(wù)實(shí)合作。這些舉措旨在促進(jìn)區(qū)域食品貿(mào)易便利化,提升公眾健康水平,共同打造更加安全、健康、可持續(xù)的區(qū)域食品安全標(biāo)準(zhǔn)合作新格局。
在倡議書發(fā)布后,會(huì)議還邀請(qǐng)中國(guó)、老撾、馬來西亞、泰國(guó)代表開展了首次中國(guó)-東盟食品安全標(biāo)準(zhǔn)對(duì)話。與會(huì)代表結(jié)合各國(guó)食品安全法規(guī)和標(biāo)準(zhǔn)體系的實(shí)踐,深入交流了在區(qū)域標(biāo)準(zhǔn)協(xié)同、風(fēng)險(xiǎn)評(píng)估方法、法規(guī)對(duì)接及能力建設(shè)方面的經(jīng)驗(yàn)與思路。大家一致認(rèn)為,保障食品安全是各國(guó)多部門的共同責(zé)任,應(yīng)在倡議書的框架下,進(jìn)一步加強(qiáng)信息交流與共享,推動(dòng)聯(lián)合風(fēng)險(xiǎn)評(píng)估研究,針對(duì)重點(diǎn)議題組建聯(lián)合工作組,并通過定期召開標(biāo)準(zhǔn)對(duì)話會(huì)議,不斷深化區(qū)域合作。
此次分論壇不僅為中國(guó)與東盟國(guó)家在食品安全標(biāo)準(zhǔn)領(lǐng)域建立了更為緊密的合作紐帶,也為區(qū)域食品安全治理和貿(mào)易便利化注入了新動(dòng)力。未來,國(guó)家食品安全風(fēng)險(xiǎn)評(píng)估中心將繼續(xù)發(fā)揮專業(yè)優(yōu)勢(shì)和樞紐作用,積極推動(dòng)倡議書落實(shí),促進(jìn)信息互通與經(jīng)驗(yàn)共享,支持區(qū)域能力建設(shè),攜手東盟國(guó)家共同提升食品安全標(biāo)準(zhǔn)合作水平,為區(qū)域公共健康和經(jīng)貿(mào)發(fā)展提供有力保障。

為進(jìn)一步推動(dòng)中國(guó)與東盟國(guó)家在食品安全領(lǐng)域的務(wù)實(shí)合作,促進(jìn)區(qū)域食品貿(mào)易便利化,提升公眾健康水平,我們共同發(fā)起《中國(guó)-東盟食品安全標(biāo)準(zhǔn)合作倡議書》。
一、共享標(biāo)準(zhǔn)文本
倡議中國(guó)與東盟各國(guó)在遵循國(guó)際食品法典委員會(huì)(Codex)原則的基礎(chǔ)上,積極推動(dòng)食品安全標(biāo)準(zhǔn)文本的共享與互認(rèn)。通過建立開放、透明的標(biāo)準(zhǔn)信息交流平臺(tái),實(shí)現(xiàn)食品安全與營(yíng)養(yǎng)健康領(lǐng)域標(biāo)準(zhǔn)的比對(duì)與參考,減少重復(fù)工作,提升標(biāo)準(zhǔn)協(xié)調(diào)水平。
二、建立固定的標(biāo)準(zhǔn)對(duì)話機(jī)制
倡議設(shè)立中國(guó)-東盟國(guó)家食品安全標(biāo)準(zhǔn)年度對(duì)話機(jī)制,定期在中國(guó)和東盟國(guó)家召開會(huì)議,圍繞共同關(guān)切的標(biāo)準(zhǔn)議題開展討論。通過常態(tài)化的溝通與協(xié)調(diào),推動(dòng)形成區(qū)域內(nèi)的標(biāo)準(zhǔn)共識(shí),并為國(guó)際食品安全規(guī)則的制定貢獻(xiàn)區(qū)域智慧。
三、加強(qiáng)能力建設(shè)與技術(shù)合作
倡議加強(qiáng)在食品安全風(fēng)險(xiǎn)監(jiān)測(cè)、風(fēng)險(xiǎn)評(píng)估方法、標(biāo)準(zhǔn)制定流程等方面的交流與培訓(xùn)。通過專家互訪、聯(lián)合研究、實(shí)驗(yàn)室比對(duì)等方式,提升區(qū)域整體食品安全與營(yíng)養(yǎng)健康水平和監(jiān)管能力。
四、推動(dòng)合作成果轉(zhuǎn)化
倡議各方共同關(guān)注合作成果的應(yīng)用與推廣,推動(dòng)標(biāo)準(zhǔn)成果在食品貿(mào)易、產(chǎn)業(yè)發(fā)展和公共健康保護(hù)中的實(shí)踐應(yīng)用,形成良性循環(huán),惠及廣大消費(fèi)者。
我們誠(chéng)摯呼吁中國(guó)與東盟國(guó)家積極響應(yīng)本倡議,凝聚合力,共同打造更加安全、健康、可持續(xù)的區(qū)域食品安全標(biāo)準(zhǔn)合作新格局。
China-ASEAN Countries Initiative on Cooperation in Food Safety Standards
In order to further advance practical cooperation between China and ASEAN countries in the field of food safety, promote trade facilitation, and safeguard public health, we hereby jointly launch the China-ASEAN Countries Initiative on Cooperation in Food Safety Standards.
I. Sharing of Standard Texts
We propose that China and ASEAN countries, under the principles of the Codex Alimentarius, actively promote the sharing and mutual reference of food safety standard texts. By establishing an open and transparent platform for the exchange of standards, we aim to compare and align standards on key areas in food safety and nutrition, thereby reducing duplication of efforts and enhancing harmonization.
II. Establishing a Regular Dialogue Mechanism
We propose to set up an annual China-ASEAN countries food safety standards dialogue mechanism, with meetings to be held on a rotating basis among China and ASEAN countries. This mechanism will enable in-depth discussion on priority issues, facilitate the building of regional consensus, and contribute regional insights to the development of international food safety rules.
III. Strengthening Capacity Building and Technical Cooperation
We propose to enhance exchanges and training in areas such as food surveillance, risk assessment tools, and standard-setting processes. Through expert exchanges, joint research, and laboratory comparisons, we aim to improve the overall food safety and nutrition level and regulatory capacity in the region.
IV. Promoting the Application of Cooperation Outcomes
We propose to jointly ensure that the results of our cooperation are translated into practice, with standard-related achievements applied to food trade, industrial development, and public health protection, creating a virtuous cycle that benefits consumers across the region.
We sincerely call upon China and ASEAN countries to actively respond to this initiative, pool wisdom and resources, and jointly build a safer, healthier, and more sustainable framework for regional cooperation in food safety standards.
