歐洲化學(xué)品管理局（ECHA）于2014年9月1日就新的推薦加入授權(quán)清單中的物質(zhì)發(fā)起公眾咨詢，提交評(píng)論的截止時(shí)間是2014年11月30日。同時(shí)，ECHA將協(xié)助歐盟委員會(huì)了解這些物質(zhì)列入授權(quán)清單可能產(chǎn)生的社會(huì)經(jīng)濟(jì)影響。
ECHA會(huì)定期從授權(quán)候選清單中向歐盟委員會(huì)推薦優(yōu)先列入授權(quán)清單（REACH附件XIV）的物質(zhì)?；谧?cè)卷宗中的數(shù)據(jù)和其他可獲得的信息，及成員國委員會(huì)的初步咨詢，ECHA推薦如下的優(yōu)先物質(zhì)，包括從煤焦油中提取的2個(gè)物質(zhì)，7個(gè)含鉛物質(zhì)，4個(gè)含硼物質(zhì)，7個(gè)鄰苯二甲酸酯及2個(gè)其他物質(zhì)：

ECHA在推薦這些物質(zhì)加入授權(quán)清單的同時(shí)，也提出了每一個(gè)物質(zhì)授權(quán)所要求的條件，包括最遲申請(qǐng)授權(quán)日期和日落日期。
這些物質(zhì)的利益相關(guān)方被邀請(qǐng)就該推薦草案提出評(píng)論，評(píng)論可通過ECHA網(wǎng)頁上的表單進(jìn)行提交。
在公眾咨詢過程中收集到的信息將用于進(jìn)一步評(píng)估這些物質(zhì)優(yōu)先列入授權(quán)清單的工作中。ECHA希望從這些物質(zhì)中篩選出最終的推薦清單傳遞到歐盟委員會(huì)。同時(shí)還要考慮ECHA和歐盟委員會(huì)是否可以在法規(guī)規(guī)定的時(shí)限內(nèi)處理相關(guān)工作。歐盟委員會(huì)將最終根據(jù)ECHA的推薦決定哪些物質(zhì)列入授權(quán)清單及每一個(gè)物質(zhì)對(duì)應(yīng)的適用條件。
在公眾咨詢過程中可能需要輸入用于電話訪問的聯(lián)系方式，歐盟委員會(huì)可能會(huì)就這些物質(zhì)列入附件XIV所產(chǎn)生的社會(huì)經(jīng)濟(jì)影響進(jìn)行電話訪問。這些訪問得到的信息是直接傳遞到歐盟委員會(huì)，ECHA在推薦過程中不會(huì)考慮這些信息。
